4. Every watchman shall engage with the Captain Superintendent of Police to serve for a term of 5 years, and on the expiration of any term of 5 years may, subject to the permission of the Captain Superintendent of Police, engage to serve for a further term of 5 years to commence from the expiration of such leave to India as may be granted in respect of his previous service.

5. On the expiration of any term of 5 years, a watch- man shall, if permitted to re-engage, bo entitled to 8 months leave to India without pay, and the cost of his passage to and from Calcutta shall be defrayed out of the Indian Watchmen Passage Fund.

6. Any watclimen may purchase bis discharge before the expiration of any term of 5 years service by re-pay- ment of such sum as shall be considered by the Captain Superintendent of Police to cover the amount paid out to or on account of the said watchman's passage from India

at the commencement of the said term.

7. Any watchma who shall desert from his employ- ment shall be struck off the register, and shall forfeit any deferred pay or other moneys that may be standing to his credit in the hands of the Captain Superintendent of Police,

8. Every employer shall pay to the Captain Superio- tendent of Police on or before the 25th day of each month

in respect of each Indian watchman in his employment such amount of pay and deferred pay as shall be certified by the Captain Superinten leat of Police.

9. Every employer shall at the same time pay to the Captain Superintendent of Police in respect of cach watchman in his service $2 per month for police super- vision.

10. Every employer shall provide from quarters for each Indian watchman in his employment, or shall on or before the 25th day of each mouth pay to the Captain Superintendent of Polico $5 per month in respoet of each such Indian walebman,

Employers shall report to the Captain Superin- tendent of Police all cases of negligence or misconduct ou the part of their watchmen, and shall give every assist- ance to officers of the Police Force in the work of inspect- ing watchmen on duty and of maintaining the integrity and efficiency of the Indian Watchraen's Force.

12. One month's notice of severance of service shall be given by or to any employer, unless in any case the Governor shall otherwise direct,

13. No person shall without the permission of the Captain Superintendent of Police employ or continue to employ as a watchman any Indian who is at the same time employed by any other person,

14. Notwithstanding anything contained in these regulations, it shall be lawful for the Captain Superin- tendent of Police to consent to such different conditions of service as he may think fit in the case of any Jodian who is employed as a watchman at the date of the commcage- ment of this Ordinance, provided that if such consent be given with respect to any Indian watchman such watchman shall not be entitled under these regulations to any deferred pay, or leave or free passage, and provided also that no such consent shall relieve the employer from the obligation to pay the sum of $2 per month for police supervision,

Objects and Reasons.

The object of this bill is to provide for tho registration and regulation of Indian watcbmez.
